Imamate or leadership is a divine right
and mission. This duty belongs to one who possesses the ruling power in the Islamic
society. There are four tasks in this regard, which are as the following:
- Providing the public services.
- Guidance, evolution and exaltation of the people.
- Organizing the leadership faculty and the governmental system.
- Managing and controlling the affairs, this task is so great and also it serves as the
criterion so that one can distinguish the Islamic revolution and government from its
similar counterparts. Here comes Hazrat-e Alis words on the issue (in Nahjul
Balaghih):
Who ever appoints himself as Imam, should start to train himself
before any other persons or before he tries to teach some moral lessons to others. He who
trains himself is more respectable comparing the one who trains people.
However; one should bear in mind that the decree of the guidance,
according to the Holy Quran is determined by God and He is the one who always helps
mankind at the time of wilderness he can gain the truth.
By having trusted in God, and being dependent upon loyalty, decisiveness,
and readiness for martyrdom on behalf of the rising people of Iran, Imam Khomeini, guided
the Islamic Revolution, and finally on Feb 10, 1979 (Bahman22, 1357) he gained the victory
and established the Islamic government.
According to the article (no: 5) of the Constitution, at the time of the
occultation of the Twelfth Imam (May God Hasten his glad advent), the leadership of the
society will be the responsibility of a religious authority. He must be just, pious,
knowledgeable, and brave. This power will be given to him according to the article (no:
107).
According to the article (no:109), the characteristics of a given leader
are as follows:
- The scientific qualification for releasing the judicial decree on the different fields
of the Islamic jurisdiction.
- The justice and piety so that it would enable him to be the leader of the Islamic
nation.
- Possessing the sound political and social point of view, along with wisdom, bravery, and
the ability to manage and possessing the power for leadership.
In the case of the presence of so many qualified candidates possessing the
foregoing mentioned attributes, the one who posses the most valid jurisdictional and
political point of view will be preferred.
According to the article (no: 110), the duties and the domain within which
the leader can exercise power are as follows:
- Making the general policy of the Islamic Republic of Iran after consulting with the
Expediency Council.
- Superintending the desirable practice of the general policies of the ruling system.
- Releasing decrees on resort to the referendum.
- Being a commander in chief of the armed forces.
- Declaring war and peace and possessing the power to mobilize the forces.
- Being able to appoint, fire and accepting the resignation of the following figures:
a) The jurisprudents of the Guardian Council
b) The most high-ranking official of the judiciary body
c) The head of the Islamic Republic of Iran s Broadcasting
d) The commander of the joint chief of staff
e) The commander of the Islamic Revolution Guard Corps
f) The high ranking commanders of the military and disciplinary forces.
- Being able to solve the disagreements and establishing the moderate relationship among
the three bodies ( judiciary, executive, and legislative)
- Being able to find the solutions for the problems which are not solvable in a normal
course of sequences, through the formation of the Expediency Council
- Signing the presidency decree after referendum, the qualification of the candidates of
presidency should be endorsed before the election by the Council of Guardians and in the
first round by the leader.
- The dismissal of the president, through considering the interests of the country
following the decree released by the Supreme Court on violating of the legal duties on
behalf of the president or the vote of censure on his qualification according to the
article (no:89),released by the Majlis.
- Granting the amnesty or decreasing the punishment of the convicted ones within the
framework of the Islamic laws, after it was suggested by the head of the judiciary body.
The leader can vest some of his duties to another person as well.
